Non-Discrimination Protections For Survivors Accessing Domestic Violence Program Services: Complying With 15-OCFS-ADM-23

On October 16, 2015, the New York State Office of Children and Family Services (OCFS) issued a clarifying administrative directive reaffirming their requirement that residential and non-residential programs provide shelter and appropriate services for all victims of domestic violence, regardless of race, creed, color, national origin, sexual orientation, gender identity or expression, military status, sex, marital status, or disability. The guidance more specifically addresses service access for the following people: lesbian, gay, bisexual, transgender, intersex and questioning (LGBTQ) persons and cisgender heterosexual males. To comply with this guidance, all OCFS Licensed and/or Approved domestic violence programs are required to have a specific plan in place by January 15, 2016.


This webinar, which is a collaboration between OCFS, NYSCADV, Empire Justice Center, and the NYS LGBTQ Intimate Partner Violence Network (a program of the New York City Anti-Violence Project), will aid domestic violence programs in fulfilling the requirements of this ADM and any related federal funding condition requirements. The webinar will also provide follow up technical assistance resources, and offer an opportunity for programs to ask any related clarifying questions to help them meet this directive.
